Summary of the Regulatory Compliance Education Manager

  • Position Goal: This position manages the planning, development, implementation and evaluation of all aspects of organizational-wide education. The Regulatory Compliance Education Manager conducts research, when necessary, to ensure policies and processes are compliant with local, state, and federal regulations. This position supervises the Regulatory Compliance Educator and the Regulatory Compliance Administrative Assistant. The Regulatory Compliance Manager coordinates organizational-wide educational programs for consistent training. This position contributes to the agency’s mission and philosophy by assuring compliance with the organization’s goals, policies, standards of performance, and applicable laws and regulations. The Regulatory Compliance Education Manager serves as the organization’s Compliance Officer and assists the organization’s HIPAA officer (as needed).
  • Pay : $92,500 Annually. Full-Time Salaried Exempt Position
  • Schedule : Monday- Friday 8:30 a.m.- 5:00 p.m.
  • Manages the Regulatory Compliance Educator and Regulatory Compliance Administrative Assistant.
  • Will be based out of the Belleville Patient Services Building located at 333 South Illinois Street, Belleville, IL 62220.

Position Requirements
  1. Education
    1.   Current Illinois Registered Nursing license required.
    2.    Bachelor’s degree in healthcare field required.
  2. Experience
    1.    Minimum of three (3) years’ experience in hospice preferred.
    2.    Three (3) years management/leadership experience preferred.
    3.    Prior experience in employee and community orientation/training/education.
    4.    Prior experience in developing teaching/learning objectives.

  1.    Excellent communication, leadership, management, and interpersonal relationship skills.
  2.    Strong organization and computer Skills.
  3.    Working knowledge of Medicare/Medicaid hospice regulations preferred.
  4.   Working knowledge of Microsoft Office Products.
  5.    Self-motivated, critical thinking skills, and ability to function independently with minimal supervision.
  6.    Experience in clinical contract review preferred.
  7.   Current Illinois Driver’s license and automobile insurance.
 
Physical Requirements : Performs repetitive tasks. Does sedentary work: prolonged periods of sitting and exerts up to 10 lbs. force occasionally. Requires physical flexibility of bending at knee and squat-bend. The Regulatory Compliance Education Manager manages stress appropriately, makes decisions under pressure, handles multiple priorities, works alone, and manages anger/fear/hostility/violence of others appropriately. This position requires clarity of vision >20 inches and <20 feet, hears alarms/telephone.
 
Working Conditions : The Regulatory Compliance Education Manager spends approximately 80% of his/her time in an air-conditioned environment with varying exposure to humidity and noise. The remaining 10% of his/her time is spent in an automobile, patient home, or facility, which may or may not have heat/air conditioning. This position has potential for exposure to malodorous, infectious body fluids from patients, animal pet hair, allergens in the home environment, some exposure to noxious smells from cleansing agents, exposure to communicable diseases, and traffic.
 
Essential Functions of the Regulatory Compliance Education Manager
  1.   3. Composes and ensures policies and procedures comply with all State and Federal regulations to support the mission of Hospice of Southern Illinois.
  4. Ability to develop, implement, and manage effective educational in-services, skills labs, and training programs, including the new employee orientation/education program throughout the organization.
  5. Participates in the budget development process and upholds fiduciary responsibilities to ensure efficient resource use.
  6. Develops departmental annual key strategies and manages related action plans to meet organizational goals.
  7. Develops internal and external training materials by conducting research when necessary, utilizing reliable resources to determine best practices to improve the organization.
  8. Collaborates with and utilizes internal and external resources to effectively meet educational needs of the organization.
  9. Ability to develop forms, resources, Policies, Standards of Performance and Operation Manuals to ensure organizational regulatory compliance.
  10. Clinical contract review and negotiation.
  11. Provides oversight and coordination of surveyor reviews.
  12. Actively participates as co-chair on the following committees: Regulatory Oversight Committee and Regulatory Compliance QAPI/Education Committee.
  13. In collaboration with the HIPAA Officer, recommends effective actions on requirements imposed by various licensure, governmental, and/or accreditation agencies (OSHA, CMS, IDPH, etc.) to ensure clinical compliance.  Effectively oversees Hospice of Southern Illinois’ Compliance Program and ensures compliance with all Federal, State, and local laws, regulations and guidelines throughout the organization.
  14. Acts as an effective mentor/resource for all levels of management regarding clinical rules and hospice regulations. 
  15. Actively supports employee personal/professional development.
  16. Provides useful feedback on employment concerns regarding clinical processes and practices.  Communication is clear, concise, and well-organized. Conveys information confidently, delivers clear messages appropriate for others understanding, and ensures understanding.
  17. Ability to perform chart audits when necessary.  Ability to successfully navigate and utilize reporting capabilities in Suncoast Solutions and displays proficient computer skills, including spreadsheets, power point and graphs, data collection analysis.
  18. Competently analyzes problems and develops effective, viable solutions which can help drive the success of the department. Demonstrates the ability to identify, design, and contribute to the development of new ideas and approaches that will improve work processes and systems.
